我也出现了这个情况，原因是ArcGIS的服务与ERDAS冲突（我的电脑上装了很多GIS软件），只要找到ArcGIS的安装路劲下的破解文件(Lmtools)打开，指定ArcGIS Licence Manger，启动服务就搞定了
