There must be a policy somehwere in intune which was configured to enabled mdac. Maybe the policy was deleted after the device was enrolled? maybe its a tattoeing issue... Did you also tested it by enrolling a new additional device?
If you look closely, there is an msi in the link above. The LocalDB seems much like the older MDAC/MSDE distributions of SQL Server. One possible solution is to get whatever the latest msi offers for setting up the localdb on your machine and try again to mount the database....
