I reset the Internet Explorer settings to their default settings (Control Panel / Internet Options / Advanced tab) and it cleared up the problem in Outlook. I'm not sure what was set incorrectly in IE, but apparently Outlook uses IE to display pictures and something was set incorrectly there...
