I checked the DWORD settings in the Registry of the Win10Home machine and it was set correctly. The fix was to go to Network and Sharing Center -> Change adapter settings and Disable the Ethernet adapter. Reboot, then Enable the Ethernet adapter. That fixed everything. Probably 4 hours...
