I'm bumping this topic as I have the exact same issue. Translate is greyed out in Word, works fine in Excel. The "Office Intelligent Services" option doesn't seem to exist anywhere. The "Disable Commands" GPO is disabled as well.
The user has the Quick Parts text appear, but the text is greyed out. She can not do anything with it. She has full rights to the template file in Word/Startup.
