I then used the Advanced Printer Setup and it found the correct HP Officejet 3830 printer. I selected it and used the Windows Update option. Under HP I found Officejet 3830. Used that and WONDER of WONDERS it installed. Going back to HP Smart I was able to completely install the printer...
