Since the BeO moderator outweighs the uranium dust by several orders of magnitudue, it takes far longer to heat up. As you can see from the graph the uranium fuel starts heating up after only 0.03 seconds but the BeO doesn't even start heating until 10 seconds, about 300 times longer....
