Do not use 了 in the first sentence. I think "[Noun] 很 [Adjective] 了" is not acceptable. By saying 今天很晴, you're describing a state. 了 is seldom used when you're describing a state (if not never). Kill that 了, and your understand of the two sentence is generally okay...
