这个是你操作系统设置比较严密，或者有什么防火墙屏了3306这个端口，造成不能访问MYSQL数据库，虽启动但不能访问属正常，你用工具查看下3306这端口是否被占用或未打开。

具体情况不太清楚，所以没有办法准确解决。先检查一下Mysql是不是有问题，用Mysql Command输入密码试一试，如果没有问题，就不是Mysql的问题。就要看你的连接的配置了。
