Close to the impact site the most devastating effect is from thermal radiation; however, the curvature of the Earth implies that distant localities are shielded from direct thermal radiation because the fireball is below the horizon.doi:10.1111/j.1945-5100.2005.tb00157.x...
I found lots of material on doing this using the Haversine formula, however all of these assume a large distance between points. In my case, I only care about short distances (< 1 mile) so I don't need to correct for the earth's curvature. My intuition is using the Haversine formula...

the curvature of the earth's surface and normal atmospheric refraction at radio frequencies and the range is determined by radio-location, is given by the equation h=5280d Sin alpha+5332d<2>, where h= height in feet, d =slant range in miles and alpha = angle of elevation in degrees....
an attitude angle control at a mission going around a planet other than the earth by obtaining an image of a circumferential edge of the earth and a radius of curvature of an outline and calculating an altitude of the space machine which is necessary to obtain a nominal width of the earth...
By choosing the grid step and the method for approximating the discrete wave travel time curve by cubic splines and taking into account the curvature of the head wave travel time curve in areas with a pronounced inhomogeneity of the medium structure, it is possible to determine the velocity ...
Furthermore, the effects of spherical curvature and the stratified structure of the Earth in computing co-seismic strain changes are also investigated using the present dislocation theory and Okada's (1985) formulation. Curvature effects are small for shallow seismic events, but they are larger for...
