Linux installs on 64-bit PowerPC can do 32-bit chroots. You can set up a distro that supports ppc32, like Adélie or Debian, into a chroot and work with it there. I don't know if you can cross-endian chroot; I think you will need to be using big-endian PowerPC on the host....
